I will hang with Mr. White with one slight difference rather than Elgin I think it is Elgin Export. Elgin made a few grades that they exported mostly to the UK, when you put them in a normal US 16 size they tend to swim a bit. So on my two (hunter and open face) 16s export models that only 300 were made of each and I have to use the typical UK cases rather than the US 16s cases. I will toss that one out there just for yuks.

well not 14s but maybe those oddball 12s Lord Elgins that they made, which the 19j was the most common. My earlier guess is wrong since those export models were 17j and would not have a gold center wheel which this one appears to have. The these 12s Lord Elgins came only in open face, in a special case, and it seems there was also a GM Wheeler grade that is the same general shape and size but they won't fit a standard 12s case because they are larger. All three are in the 45X grade range.
