It has leather pads on both ends. One end is blunt and the other is rounded. It has a sort of a snap to it when pressing on one or other of the ends to close them.

I think it's a clamp Patrick for holding items.

It is a ring clamp. A wedge driven in on the other end closes the jaws.

And thanks everybody else for your input. I'm not going to use it as a shoe stretcher Andy, I'm going to stuff it in in my girlfriends mouth and wedge it there.
