16s Dial Feet

Could someone tell me what movement would a dial fit with the feet at: 20min, 39min & 57min, ?

After further inspection, the following locations are a little more accurate: 20min, 38.5min, & 56.5

Possibly an Illinois 12s or Waltham 14s, though neither fit those locations exactly.

The dial looks like a 16s, but I am not 100% sure. Roger, thanks for the response and I hope the measurement helps!
