Even if the writing reads M I Tobias & Co which could be the signature of a genuine Tobias watch it looks like a swiss (fake) watch to me. The 'T' shaped hold of the ratchet wheel and the clockwise winding direction is very unlikely of british origin, And for the low number ? No idea. A faker at the beginning of his career ?

sent this picture to a national sales director of fine watches for a massive international auction house and he said M I tobias... what the heck??? watches will make you insane!!!!
