Even if the writing reads M I Tobias & Co which could be the signature of a genuine Tobias watch it looks like a swiss (fake) watch to me.
The 'T' shaped hold of the ratchet wheel and the clockwise winding direction is very unlikely of british origin,
And for the low number ? No idea. A faker at the beginning of his career ?
