Hi, I was wondering if I can take the dial off the 992B on the left and put it on the 974 on the right?

I can't tell you what would be period correct but the dial should interchange, both should have dial feet at 22.3-38.0-57.1

I had read somewhere that the "Hamilton Electric Interurban Special" dial went on a 974, but was not really sure.

In the gold book page 295 it states;
"974" & "974 Spl" movements are sometimes found with sunk seconds glass enamel Montgomery dials marked "Hamilton Electric Railway Special" or "Hamilton Electric Inter-Urban Special"

The dial on the 974 will fit great on the 992B too. Since the same person owned both the watches the dials were probably switched.
