Possibly a reamer holding tool for the case tubes???

Correct. I have the same tool in the shop for removing/inserting case tubes.

The hole in the end is smooth. Is it missing some thing. I would of thought it would be threaded. I've never reamed a case out to install a tube. I was always taught make the part fit the watch. not the watch fit the part.
