Were these sold with the artwork on the dial or is that an after-market addition?

No doubt after market. I know that going back to the turn of the century you could get your dial painted at state fair and carnivals. I assume the practice continued for decades.

It almost looks NOS. When I first got it in the mail I was certain it was solid gold......until I seen that dreaded GF marking....
