No doubt after market. I know that going back to the turn of the century you could get your dial painted at state fair and carnivals. I assume the practice continued for decades.
Great watch! And the condition is pristine. From the picture, there doesn't seem to be any "brassing" whatsoever - and that's what makes your watch so nice.
