I know it is easy to increase the ID of a pipe.
How about going the other way from 22 to 20?
A AS1194, bestfit 64H to 63H

not sure this applies, but in John Duvall's Helping Hands Tutorials there is a section on fitting hands. Also you might try using a pin vise with a broach inside the pipe to keep from closing too much.
