 Ernest, I'd confirm your thoughts.Used to index a blank wheel for cutting. They would likely be attached to a cutting frame or maybe mounted on the back of a lathe mandrel. A small lever with detent would select the particular notch. Much more commonly seen as a dividing plate with rows of holes. I use gear wheels on my Myford similarly.
