Larger one is marked WIT SWISS MADE BREVET
Looks to me like some sort of cutter maybe?
Handle will rotate 360 degrees as will numbered silver disc with brand on it.

Smaller has 4 tips. Knurled knob does not clamp bits in place, they are just friction fit.
Extra brass coloured tip does not attach?
