Since no one else will muster up.... I would guess a level probably used in application to see which way water is flowing. That's what I would guess. Perhaps others will expound or blow me out of the water. regards, bb | |||

A member at a local watch club said it was most likely a gauge made at the Elgin Watch Company. There is a part missing that goes in the across from the pointer that holds a wheel. My understanding is that this is a tool to measure the tolerances of the escape wheel. He said the pointer could be changed out to measure other wheels. They would change out the brass plug as needed. | |||
