I bought a lot of staffs from a closing watch supplier. Most are 16 and 18 size.

HAMILTON, ELGIN, WALTHAM, HAMPDEN, HOWARD

Many have 4 numbers...I cannot discern for which movement they belong to.

My SWIGART book is no help...I imagine many staffs are before publishing of this book.
