Hoping someone can shed some light on the name of individual on the dial. Looks like a - F.H. Kramer...

Mr. Tom Brown is usually pretty good with these obscure makers.

Kramer, Frank H.
Born about 1872 in Ohio
The image is from the 1893-94 Cleveland Ohio City Directory.

I could not find him in 400+ page Illinois watch book written by Meggers. The movement shows up on page 135

You welcome, that is about all I can find on him, in 1910 he was single & had a sister living with him. He was listed then as a jeweler & optician.
