I dont have this specific set, but. The handle should be turned around so the staking set can be used as a press. The handle acts as the lever that pushes the stake down. Its also called a jeweling lever because thats what its used for mostly. One of the rollers is probably a depth adjuster. It would go in one of the holes and prevent the handle from going down all the way, adjusted by rotating it and the threds on it would lower or raise it.

Jim,
This set is just a little different., I have a Inverto #18 staking set that I use..It is probably like the one you have that has the depthing feature that you can use for jeweling and a few other things..The depthing guage on this one is the front post and like you said you turn the handle around...With this set there are belts that run on the pulleys I didn't get them out because they are old and are falling apart..These pulleys run off a lathe motor somehow and maybe make a drill press or a milling machine, I'm not sure how this thing works..

Gary this set is the Watch-Craft Tri-Duty staking tool which acts as a staking tool, a drill press and a friction jeweling tool.
