Hello Paul
I don't know if anyone will be able to provide you with a locale watchmaker but there are many very knowlgable watchmakers on this site. I would recommend Chris Abell. I also don't know if you don't trust sending your watch in the USPS, but many valuble items go thru the mail every day.
Click on the link and it will take you to Chris's site.

Regards
Gary

Paul,
I would also highly endorse Chris Abell's repair work skills. He's repaired a few
of my PW's and I've been delighted with his attention to detail. Smile
