Other than the fact that the eyeball freaks me out...

It could be related to the Odd Fellows...

Three linked chains often refers to fellowship or brotherhood and is used by more than one organization.

The eyeball is a symbol of the all seeing omnipresent higher power or deity of your culture. Goes back to Egyptian times and has been adopted by many cultures over time. The Mason's would have put a triangle(pyramid) or sun rays around it. I generally relate the eye symbol to "honesty and integrity"... because no matter what you think, if you don't have either one, you are naked to those around you.

And the scales represent justice or balance in life. Given the dagger in the center, I would lean toward justice for this symbol.

Put it all together and it is a brotherhood of honesty and integrity with justice for all.

If I can make out the initials in the linked chains correctly... they are FLT. A google search yields the following under the Independent Order of Odd Fellows. "three links contain the letters F, L and T, (Friendship, Love and Truth)"
