I picked up a nearly pristine 16s pendant-set Model 5 Rockford that had almost zero screwdriver marks.
So I was very surprised to see a missing screw that I thought should've been there (red arrow). But sitting right above it on the underside of the barrel plate is the lockout mechanism for the setting gears, so I don't know if there's room for a screw. If there were one it would have to have a very thin head.
Does anybody know for sure, and do they have an extra screw?

I have serviced one for a friend and couldnt remember a screw there. I took a look at a couple of parts movements I have that are mostly incomplete and found no screw in that spot. It looks to be held in place by the lever over it that is screwed down.

There is a plate on the dial side that is held in place by that hole and a screw. I'm not big into rockfords, but had 4 parts movements here I looked at for it. 2 didn't have it, one had the screw broke off in it, and this one with it. It looks to serve no purpose other than to keep dirt from getting trapped in around the spring. I'm guessing a lot of repairmen over the years felt the same way and removed it. rockford themselves may have decided to cease using it at some point but had all machinery for the plate and hole locations setup for it, so kept putting the hole in??? anyways, hope this helps answer the question.

Looking at the pictures Jared posted, there looks to be a screw in that hole, but on the dial side. It looks like that hole in the post that the lever is on would also match up to the location of the screw that holds the cover on the dial side. I doubt Rockford would put 2 screws in the same hole.

I understand. The hole is drilled thru and tapped as you say. its purpose is actually for the cap plate I show on the dial side and has nothing to do with the internal side. It's a lot easier to drill thru and tap thru than it is to tap only partially thru, especially on something thin. I'm sure this is why it looks like it could be used on the internal side too...

I'm obsessive about this stuff. If I see a tapped hole I want there to be a screw. There's no place for that setting lever to go, so the screw is not critical.
