Ingersoll dollar watch Crown marked "Foreign" info please/ "Click" to Login or Register

Picked up yet another cheapy pocket watch that is interesting.
It's a 16s Ingersoll from 1920's (?)and marked Crown on the paper dial and where Made in USA should be down at the 6 it has the word Foreign. The movement itself is not the regular USA version, but higher grade similar to a Reliance, but not Jewelled.
Any ideas?

So from the front my Crown looks like any other paper dialed dollar watch. Yet the movement is not. Here is a 7 Jewell Reliance, which isn't the same either.

I read somewhere that Ingersoll had to put the word Foreign on their products that where made for Europe from World War 1 to the end of WWII. Any truth to that?
