Frosted Movements "Click" to Login or Register

Can anyone explain to me how the "frosted", matte finish was achieved on movements? I see it primarily on nickel finishes, although it is also present on my two tone Seth Thomas, Rockford and Waltham movements. I have a couple of frosted movements where someone evidently polished a portion of the frosted finish, making them shiny. Is it possible to restore the finish on those areas?
