I HAVE A SIZE 16 ELGIN 23 JEWEL VERITAS THAT SAYS INVAR BALANCE ON THE DIAL, IS THIS CORRECT FOR THIS WATCH ? SERIAL NUMBER 22554625.

I would say it is. I have seen several Elgin railroad watches in this serial number range with this dial.

I have a 23J Veritas s/n 22554737 with a "normal" wheel that has the cuts very close to the crossbar. If you have an Invar type, the wheel will have the "cut" about 25 degrees away from the crossbar;
