Webbs Special ~ what is this? great tu-tone movt' "Click" to Login or Register

Hello Group,
Happy St, Patrick's Day!

I just purchased this wonderful 18s pocket watch today. As you can see the dial is marked W.B. & E.T. Webb, Jackson, Mich. The movement is marked Webbs Special / 17 J / Adjusted / 426868. No name or city. The movement is fantastic, being tu-tone with all those blue screws. Also, notice the ring of winding wheel decorations, this is just way to cool. So, my question is, who made it? Has anyone seen one like this before? Is this a rare movement? Thanks in advance. Best, Jim
