It doesn't look military to me, but was told it was from WWII.

I see no evidence that it is any kind of military watch, much less something for one of the Navies that had submarines; and, it is not mentioned in Whitney. The 14K case suggests that it is a civilian market watch.

I have one of these with a very normal 8/0 Elgin movement of late 1930s vintage. It was sold to me as an "officer's watch" from World War II.

I think, as Jim said, that these were civilian watches that have a military styled case. Maybe offered in a PX or something, but no official military use.
