I'm not exactly sure, but I suppose that is - Lemania Caliber 1130 or 1131 with column wheel and compensation balance, 36.000 vibrations per hour.

How can you tell it is from a submarine rather than from some other kind of ship?

According to information received from the previous owner - the clock was obtained from the family of a naval officer who served in World War II in the Pacific ocean submarine fleet of the USSR.
