Looks German to me. Adjustable pendulum leader could indicate Gustav Becker. Just guessing.

IT COULD BE AN UNMARKED KIENZLE OR D.R.G.M OR PERHAPS A SHORT RUN SHOP CLOCK IT HAS ADJUSTABLE PALLETS WHICH MEANS IT IS A LATER ONE. I HAVE SEVERAL 1 WEIGHT MOVEMENTS I REALLY LIKE THEM. EDDIE HINES
