Westminster Chime Question?-Doesn't Westminster At Top Of Hour? "Click" to Login or Register

I have an old german grandfather clock. It has a westiminster chime. It does the Westminter at first quarter, then more at second quater, and more at the third quarter. At the top of the hour all I get is the hourly chime. Is it supposed to do Westminster chime at top of hour as well? Does anyone else have this configureation? Thank you.

Normally the Westminster chime is
At 15 minutes past the hour --4 notes are played
At 30 minutes past the hour --8 notes are played
At 45 minutes past the hour --12 notes are played
At the hour --16 notes are played, Then the hour is struck.
The tune is from Handel and actually has words.

Someone wrote me on another board explaining it to me:
"First off how many keyholes or weights does the clock have? If your clock only has 2 then it will intentionally be like that. I have a HAC mantle clock like this.

There are several 2 winder clocks that do only play 3 quarters westminster and then strike the hours alone.

If your clock is a 3 winder clock then it should play westminster on all 4 quarters."

Mine has two, therfore looks to be correct.
