I have this Chelsea weight driven clock and the serial # on the movement is 86569 ,,does anyone when it was made. also how do you measure a dial? from the outside of the chapter rings it measures 11.5 inches --and from edge to edge of the dial it measures 13.25,,the reason Im asking is the dial is flaking and I might be be looking for an original replacement thank you all in advance RJMc

According to this source the date of your clock is between 1910 - 1914.
