i don't want to jump to conclusions, especially in light of my status as watch newbie, but...i'm having trouble finding this model on will's site or the guide.

Hamilton Martin. Here it is from the 1941 catalog. This is much later the Will's site covers. 1941-46

I have not seen this dial on a Martin before. Is that a Cushion dial in a Martin case?

Yes, this is the O2 dial for a Cushion. This dial is very desirable in the right watch case. Some call it an "exploding" dial. Hamilton called it a radial dial.
