Can anyone tell me what this dial means. Is it Masonic?

Rich,

That red item on your dial is a Shriner's fez, in other words his hat. The sword and other depictions you see there are Shriner related as well. One must first be a Mason before becoming a Shriner, so yes it is very much Masonic related.

Now to specifics of your dial, "Tadmor" is the Shrine in Akron, Ohio and "50 Years" commemorates the wearer having been a member of Tadmor Shrine for fifty years or more.
