Columbus 18s Setting Question "Click" to Login or Register

I have an 18s Columbus grade 95. It runs great. I took the watch to a local Watchrepairman who has worked on watches for over 60 years and together we took the dial off. We can not figure out how to set the time. There is no lever to make it a lever set. Yet, when you pull the stem out it stays in the winding mode.

Is this watch supposed to have a lever and is it just missing or is something wrong with the stem system that prevents it from being put into the time setting mode. The movement doesn't look like it ever had a lever except it does have the grove for one.

If it needs a lever does anyone have one available.

We got the watch working great. It had a broken setting clutch.
