I have a waltham grade 1617 #x31897542 with a cracked lower balance jewel and it is an unset jewel pressed into the plate , does anyone know where can I find the replacement jewel?

Look up "Seitz jewel", Borel, otto frei and others may still sell them, a Seitz search on the bay may be beneficial. A jewel press tool is next to an absolute necessity for this repair
