Slipping hour hand?

Slipping hour hand?
An 1889 English J.W. Benson. Keywind and keyset from the rear. Going barrel made to wind like a fusee watch. The minute had keeps good time, but the hour hand turns a little or not at all. I have tried pushing down on the hands with a hand setting tool, no help there. Hands are gold. Can a hand opening wear out so it slips, or is there a more serious problem?

Sounds to me like it probably needs a "dial washer" to help keep the hour wheel engaged with the minute wheel under the dial......

But that's just a guess based on the limited info above.
