How do I regulate this Elgin cal 314 (I think)? I'll attach a picture, I hope it's sharp enough.

I hope my picture is good enough to help explain the "nut" that appears to be on both sides of the regulater pin is in fact a 1 piece nut that forces the regulator pin to "follow" it to fast or slow adjustment as you carefully turn it with the pin or fine screwdriver
