Help Identifying Movement

Help Identifying Movement
Going through my junk drawer I ran across this 18 size, key wind & key set from the front pocket watch. It has a perfect dial & even the hands. It was full of junk including the biggest wad of hair I have ever seen under the balance cock.

After cleaning it I found that the only thing that appears wrong is it has a broken roller jewel. It has 11 jewels & a split balance with timing screws.

It has a makers mark with Universal Timekeeper & the letters SF.

I was wondering if anyone might give me an idea as to maker? If I remember correct from what John told me last time since it has the scribe marks on the face it was hand made.

Below are photos of the makers mark & the movement without the balance of barrel.
