I really can't shed much light on that Mark. Didn't key wind watches pretty well disappear around 1875-1880?
The Grand Trunk Railway (Parent company of the GTP) was formed in 1854.
The CPR was built between 1880 and 1885. I was checking out a CPR 1890 rulebook and there is no Certificate of Watch Inspector in it.
CNoR began in 1899
GTP began in 1903
I was going to say they just didn't update the format but I see the GTR used "Gold or Silver" and the other two use "Metal of case".
