Fascinating markings. It appears to be a tachymeter/production timing device. if you can do something in one-tenth of a minute, then you would have 600 per hour. Someone has added 'custom' markings by hand on the dial. More research needed, nice timepiece !

Hi. It could measure speed. You clock the time it takes to drive 1 kilometer. Ex: If you drive 1 kilometer in 30 seconds, your speed is 120 kilometers/hour. Used by police on the ground as well as from helicopters. The red numbers are six seconds apart and then there are red markings in between. I have no clue what they are for.
