James, if you can post a shot of the hallmarks and casemaker's mark, might be able to add something to what Tom's already posted.

There's a Haddington in East Lothian Scotland, and also in Lincolnshire England just to add a bit of interest, but the name would suggest Scottish ancestry in line with Tom's comment.

Nice example BTW, and great to see the hands are still intact.
Those fine tips usually get broken off and are alomost impossible to find replcaements these days.
