Yes it is a Waltham.

As for the name, in 1862 the company developed the "Wm. Ellery M57" watch named for the Rhode Island representative William Ellery, a signer of the Declaration of Independence. "Wm Ellery" signed movements of many types including your ladies watch accounted for 44 percent all early Waltham sales.
