Yes, if you are lucky it is just a dirty pivot. If you are less lucky, it is a broken balance staff.

As the watch is a Sterling model 7 Jewel 1877 movement, it is worth fixing as an addition to your collection.

I'm attaching a photo of the balance wheel, the balance is fine. I think now it must be the drive, but I'm not totally sure. I will attach the drive in my next post since I can't attach two images in one. With the second picture of the drive would it be possible to see if it is the drive in which is causing the problem? The pallet fork fell over and I want to be sure as to how to put it together.

The Balance wheel pivot showing looks OK, the fourth wheel pivot appears to be either broken or out of focus. With those parts floating around inside a pillar plate that is till in the watch case, I fear you are creating a "basket case". I hesitate to encourage any further exploration. The watch should be correctly disassembled, cleaned and then inspected for any problems.

Can I get help to setup the Balance Wheel ? Please
I cleaned my pocket watch in a small cleaning tank I have.And reassembled and oiled all shaft ends and noticed the balance wheel not working as it should,After winding this Pocket Watch,It looked as tough the Balance Wheel was trying to turn but not ever really making a full rotation,so I took the plate off that secures the Balance shafts in thier upright position,I wanted to check maybe I was making something bind up, So I carefully put it back on.But it didn't make any difference,still couldn't get it working.The hairspring looked bent and out of shape,So I am now replacing the hairspring on the balance wheel.Afterwards are there cerain steps to take to properly setup the Balance wheel ?
