Some were, some weren't. They used Veritas grade materials in some watches that were never marked as Veritas, but were still considered 'Veritas grade'.

For instance, the Father Time 367 was a Father Time model, but considered a 'Veritas' grade watch as it was made from the very same materials as the Veritas models.

Some were marked as such, or just with the model number, like the 349.

Elgin had a confusing practice of grading watches, that's for sure.
