I hate to be critical but the hairspring doesn't look right to me. But it was nicely cleaned.

I rely on a professional watchmaker who will not do a repair or restoration without a complete disassembly. Here is an example of his work on a similar Howard. Consistently meticulous, reasonably priced, short turnarounds; a collector needs to find such a craftsman and develop a long term relationship with them.
