I need to raise the outer coil on this small carriage clock without raising the collet as in the beginning of the breguet over coil. I am wondering if there is special tweezers /tool for this or special means to do this?

HI Gene,
just hold firmly with normal tweezers where you want the bend and press down into something firm like rubber, flip over and repeat, that will give you the step you require, then form as needed to make over coil meet pins and stud.
